Connecting & Disconnecting Services

No service will be furnished free of charge to any person, business, etc. No one will be permitted to open a new account if unpaid charges exist for any account previously held. Where a new account has been opened without payment of charges existing for a previous account, current service will be discontinued if such charges remain unpaid for more than 30 days after notification by the City that such charges exist.

Connection of Service
Service will be provided on an application basis only. An application for service may be obtained from Utilities Customer Service in the City Administration Building at 201 West Central Avenue.

A deposit is required to cover 2 months of charges at 8,000 gallons for residential multi-unit accounts and 4,000 gallons for commercial accounts. The deposit may be refunded upon the request of the customer after 3 years of continuous service without a delinquent payment or dishonored check. Any deposit remaining when the account is closed by the customer will be refunded after payment of the final bill and application of the deposit to any outstanding balance which may remain due.

In locations where no prior service account exists, customers seeking to make a new connection to the system will be charged an amount sufficient to cover the cost of analyzing the availability of service and establishing the connection. When a water service line is not readily available on an existing water main, the fee will be based on the actual cost of materials, labor and equipment to establish service. Payment of water service line location and installation fees must be made prior to connection to the water system.
    
Temporary Disconnection
Customers may arrange for temporary disconnection of service during vacations or other periods of extended absence from the service address by contacting Utilities Customer Service. In order to ensure that system revenues are not adversely affected by seasonal impacts, 50% of the base charge for availability of service will be assessed on any meter without consumption during a meter reading cycle when the service has been temporarily disconnected at the request of the customer.
    
Disconnection for Non-Payment or Returned Check
If water service is disconnected for non-payment of charges due on an account or for a returned check, service will not be reconnected until all utility charges due on the account are paid, including current charges and service fees. A $25 reconnection fee will also be charged; this fee is increased to $35.00 if reconnection must be made after normal business hours.

In the event action must be taken to collect on a delinquent account, the City will be entitled to reasonable attorney's fees in addition all other costs associated with collecting the debt.
   
Termination of Service by the Customer
A customer may arrange for termination of service by contacting Utilities Customer Service in the City Administration Building. A final reading of the meter will be made at the time service is disconnected and a final bill will be calculated. Any deposit remaining when the account is closed by the customer will be refunded after payment of the final bill and application of the deposit to any outstanding balance which may remain due.
